William Blount (1749-1800) was born in North Carolina and died in Knoxville, Tennessee. Blount served as a delegate to the Constitutional Convention, was a signer of the Constitution, and was the first territorial governor of the Southwest Territory, or Tennessee. Washington B. Cooper was hired by the Tennessee Historical Society to create a series of portraits of Tennessee governors up to the time of the Civil War. This portrait of Blount was the first produced in the series.
